“The City University of New York decries a federal rule
change announced Monday that could force hundreds of ware

and Visitor Program will require students who are in the
U.S. with an F-1 visa to take at least one in-person course.
With the high probability that the coronavirus pandemic
will continue to make distance learning the predominant
mode of instruction at colleges across the country, the rule
change means that most of the estimated 1.1 million
international students will be forced out of the country in
September.

higher education at a time when the nation’s universities are working hard to adjust to the dual health and economic crises caused by the
pandemic. We are once again disappointed that our country's leadership continues to restrict and reduce opportunities for those who see
the United States.
“CUNY campuses have thousands of international students whose status is threatened by the new rule. These students are a valuable an
part of our community. | have instructed my administration to explore and pursue measures that would help these students remain in the

Chancellor Chancellor Félix V. Matos Rodriguez's formal statement and denunciation of the Immigration and Customs Enforcement's modified policy requiring that students with an F-1 visa enroll in at least one in-person to remain in compliance with the Student Exchange and Visitor Program was published on July 7, 2020. With the vast majority of planned Fall 2020 classes to be held remotely, the Chancellor stressed that this policy change would have a detrimental impact on thousands of international students across the CUNY system, in turn noting his administration's intent to "explore and pursue measures that would help these students remain in the country and continue their education at CUNY."

Golds Spring 2020 Knowledge Infrastructures seminar in the Ph.D. Program in English at The Graduate Center, CUNY, in partnership with The Interactive Technology and Pedagogy Certificate Program. The project's goal was to resist or trouble the discourse of catastrophe around the shift to online learning caused by the COVID-19 pandemic by documenting the lived experiences of students, faculty, and staff across CUNY's 25 campuses. Further, we wanted to document the moment of crisis response with a critical approach to educational technology.
