RESCLVED, That the Board of Higher Education approve the establishment
oT an experimental four-year college of professional studies to be
located in the Bedford-Stuyvesant area of Brooklyn; and be it further
RESOLVED, That upon approval by the Regents of the establishment of the
college of professional studies it is the intention of the Board
of Higher Education to rescind Calendar No. C8 of the Board of Higher
Education meeting on November 27, 1967, which estabiisned Community
College Number Seven, since said Community College Number Seven will
be replaced by the experimental four-year college of professional
studies herewith contemplated; and be it further
RESOLVED, That the college of professional studies shall offer both
career and transfer associate degrees and the baccalaureate degree
in specific professional areas; and be it further
RESOLVED, That the Master Plan of The City University of New York be |
amended accordingly and submitted to the Regents for approval and that
the Chancellor be authorized to take-whatever action is necessary to . aes
seek approval of City and State officials for the establishment of - a

Description
On January 27, 1969, the Board of Higher Education of New York City resolved to establish an “experimental four-year college of professional studies located in or near Bedford-Stuyvesant, Brooklyn,” effectively supplanting plans announced a year earlier to establish Community College 7 as a two-year institution. The resolution marked a victory for Bedford-Stuyvesant’s educators and community leaders who had vigorously advocated and negotiated for the new college to be a senior, four-year degree granting institution with relevant professional pathways for the community’s youth.
In February 1968, the City University of New York (CUNY) announced plans to establish a new “Community College 7 in or near Bedford-Stuyvesant. . . oriented to the Bedford-Stuyvesant Community and operated in consultation with the community.” Representatives of a broad network of Central Brooklyn community organizations engaged in an 18 months-long negotiation with CUNY Board of Higher Education officials over CUNY’s plans for its newly announced “Community College 7,” including discussions about the proposed school’s curriculum, who would lead it, and what role the community would play in the school’s governance. The role of the Bedford-Stuyvesant community in planning and determining the leadership of the college remained a central point of controversy between Central Brooklyn’s educational and civil society leaders and CUNY officials in the negotiations that followed.
