Dear Mr. Vann:
In accordance with our agreement as reached at the meeting on
March 14, Chairman Chandler and I outlined the major points presented by.
your committee, to the members of the Board of Higher Education at the
Board's regular monthly meeting on March 25. As a first step, the Board
took the following action.
C20 Community College Number Seven: The following statement of
action on Community College Number Seven was noted and resolu-
tions adopted:
The Board has received from Chairman Porter R. Chandler and from
its presidential search committee for community college seven
a comprehensive report on a meeting with representatives of the
Bedford-Stuyvesant community at the Board. headquarters on March 14.
The report includes a statement of the demands, preferences, and
an : concerns of the Bedford-Stuyvesant community with respect to the
proposed new college in central Brooklyn as set forth by these
representatives of the Bedford-Stuyvesant community.
The Board has taken notice of these expressions.
In order to give further consideration to these views, the fol-
lowing action is taken:

RESOLVED, That this committee of five is directed by the Board
to recognize and to meet jointly, on a continuing basis, with
an equal number of individuals who shall represent the community
or communities to be served by the college, who shall be desig-
nated by these communities, to participate fully in the continu-
ing deliberations of the committee in planning the development and
the activation of the college. The committee as thus enlarged
shall be authorized to hear and consult with any and all indivi-
duals and groups in the communities in question who desire to,
and have a claim to be heard on the matters within the competence
of this committee; and be it further
RESOLVED, That the Board Committee shall advise those representa-
tives of the Bedford-Stuyvesant community with whom the committee
met at Board headquarters on March 14, 1968, as to the serise of
this resolution and is directed to meet further as soon as possible
with these and other community representatives to discuss the im-
plementation of this resolution.
The above stated resolutions have given a new mission, and have
markedly expanded the purview of what was formerly the presidential. search
committee.
I believe this action is consistent with the spirit of our dis-
cussions and the informal commitments made to you and your committee.
I have asked Dean Shenker to arrange for a meeting between the
presidential search committee and your committee as soon as possible so that
we can discuss procedures regarding implementation of the Board's resolution.

Letter from Frederick H. Burkhardt to Al Vann
Description
This is a letter from Frederick H. Burkhardt, chairman of the Committee to Seek Presidents for Community Colleges Seven and Eight, to Al Vann, chairman of the Steering Committee of the Bedford-Stuyvesant Coalition. In it, Burkhardt informs Vann that the functions of his search committee will be expanded to include decisions relating to the planning and activation of the college. As its name suggests, the "Committee to Seek Presidents..." was initially tasked only with the responsibility of selecting a president for the college.
With its increased responsibility, the committee was expanded to include five members from the Bedford-Stuyvesant community in addition to the five existing representatives from the Board of Higher Education. The community's placement on the committee was a hard-won success for Bedford-Stuyvesant leaders in what was a protracted struggle with CUNY administration over the role of the community in the college's creation.
