Leaders of the movement for teacher unity met recently at the City University of New York Grad-
uate Center, 33 West 42 St. in Manhattan, to celebrate the merger of the two CUNY faculty unions,
the Legislative Conference and the United Federation of College Teachers, into the Professional Staff
Congress. Pictured at the ceremonies are (I. to r.) PSC Executive Director Arnold Cantor, UFT and
UTNY President Albert Shanker, PSC Deputy President Israel Kugler; American Federation of Teach-
ers President David Selden; PSC President Belle Zeller, National Education Association President Don-
