versity for 1968-69 is $1,973,295, Of this total, $1,000,000 was budgeted
for the program at the College at Buffalo. In addition to the continuing
students cited above, 190 new full-time students have been enrolled at
Buffalo. For 1968-69, in addition to the $1, 000, 000 of State funds for the
Buffalo program, $180,000 of Federal funds will be available as Educational
Opportunity Grants.
The balance of the appropriation ($973, 295), is being allocated to
programs which are just beginning, or are about to be initiated. We can
at this time provide only estimates of numbers of students and expenditures,

tion about the SEEK program. We apprecicte your interest in the develop-
ment of programs of this nature.
The SEEK program of City University is, of course, completely
under their jurisdiction. However, we have been in touch with Mr. Julius
Edelstein of Chancellor Bowker's office who has furnished us with the
information you requested. Mr. Edelstein's letter is enclosed.
The SEEK program within the Stete University was initiated in
1967-68 at the Buffalo College campus with a $500, 000 appropriation from
the Legislature. There were 188 full-time and 61 part-time students
enrolled during that year. Ninety-two students completed the program and,
with the exception of three who cid not continue, 89 matriculated at six
State University campuses. Financial support from SEEK funds continues
for these students. Another 79 full-time students end 27 part-time students
are continuing in 1968-69 for additional study in the SEEK program.
The SEEK appropriation from the Legislature to the State Uni-
versity for 1968-69 is $1,973,295. Of this total, $1,000, 000 was budgeted
for the program at the College at Buffalo. In addition to the continuing

The State University at Albany has just begun a College Opportunity
Program with about 190 students. We have allocated $400, 000 of the SEEK
appropriation to this operation. Student support from Federal funds amounts
to about $120,000. Small amounts have been made available from other
sources for scholarships, loans, etc.
We are presently working on the final details of a program to be
initiated in the city of Syracuse. The program will be conducted at a location
on South Salina Street, adjacent to the Neighborhood Health Center. It will
be operated under the supervision of the State University College at Cortland,
but it will be a joint venture with the Upstate Medical Center, the College at
Oswego, the Agricultural and Technical College at Morrisville, and the local
community colleges and private colleges. Emphasis on this program will be
placed on preparation for the para-medical professions. We anticipate expen-
ditures of about $300, 000 for 1968-69.
We are also working on the final details of a program in Westchester
County, under the supervision of the State University College at Purchase.
This program will be conducted jointly with two private colleges in the area,
and will be located physically in the city of Mount Vernon. We expect to
allocate about $250, 000 of the appropriation for this purpose.
We expect to initiate the Syracuse program about November 1, 1968
and the Mount Vernon program about January 1, 1968. A small portion of the
appropriation is to be used for administration and to support small programs
at several campuses.

In this letter to New York State Senator Hughes, SUNY Chancellor Gould describes the new SUNY SEEK Program. Gould had shown copies to CUNY’s Chancellor Bowker and Julius Edelstein, CUNY’s “Coordinator of Urban Studies,” who had forwarded the letter to Dean Leslie Berger. Gould describes the launch of SUNY SEEK at Buffalo College in 1967-68 with $500,000 in state funding and the program’s rapid expansion in various forms across SUNY in 1968-69 with $2 million in state funding.
