The Executive Conmittee of the Board of Righer Education met at a
' duly scheduled meeting at the Board headquarters on September %6ch. A

to CC #7.
A number of actions were taken by the Executive Comittee pertinent

RESOLUTION OF THE EXECUTIVE COMMITTEE OF THE BOARD OF HIGHER EDUCATION
Vanes at its Meeting at SHE 9/16/69
The Executive Committee hereby resolves as follows:
1) The Executive Committee has read and noted the letter from Mr. Albert
. Vaan addressed to Or, Burkhardt and the reply from Dr. Burkhardt to Mr. Vann.
2) Since the leadership of the Coalition has declined to accept the
principle of choosing a president mutually acceptable to the Negotiating Team
(reflecting the view of the community) and the Board Comnittee (reflecting the
' view of the Board) and since the only name continuously being presented and
| insisted upon by that leadership has been, and is hereby reaffirmed as boing
entirely unacceptable to the Board, a complete impasse is found to exist.
Since further efforts along the same lines by the same groupings could only
lead to a further exacerbation of relationships, the Executive Comnittee resolves
that the Board's Presidential Search and Planning Committee for CC # 7 be and is
hereby discharged and dissolved, with appropriate thanks.
The Executive Committee extends the appreciation of the Board for the tine,
energy and efforts devoted by members of the Negotiating Team, and of the
Coalition, during the many months of meeting and deliberations with the Board's
Presidential Search and Planning Committee for CC # 7.
The Executive Committee further resolves that the Chairman of the Board is
nals requested to designate the Executive Committee itself to sponsor and direct such
further efforts as should and might be made to effectuate and expedite the plans
for the establishment of CC # 7 in accordance with the creative concepts alveady
| developed.
.is further resolved that the Chancellor be instructed to proceed ex=
- peditiously to accelerate action on the projected college, under the direction
of the Committee appropriately designated by the Board Chairman, so that the
| college may be opened at the earliest possible date,
After the passage of the above resolution, the Chairman of the Board
designated the Executive Commi ttes to carry on the functions of planning and
search for a president for Community College # 7.

September 17, 1969 Letter from CUNY Vice Chancellor Julius C. C. Edelstein to Assemblyman Samuel Wright
Description
On September 17, 1969, Julius Edelstein, Vice Chancellor of the City University of New York (CUNY), wrote to Assemblyman Samuel Wright, who represented Central Brooklyn, to inform him of the Executive Committee of the Board of Higher Education (BHE)’s resolution the day before in relation to Community College 7. In that resolution, the Executive Committee had formally dissolved the Presidential Search and Planning Committee for Community College 7, composed of five CUNY officials and five representatives of Bedford-Stuyvesant’s education and community organizations. The BHE Executive Committee had further resolved to expedite plans for the new college for Central Brooklyn under the leadership of officials CUNY leaders would appoint.
In February 1968, the City University of New York (CUNY) announced plans to establish a new “Community College 7 in or near Bedford-Stuyvesant. . . oriented to the Bedford-Stuyvesant Community and operated in consultation with the community.” Representatives of a broad network of Central Brooklyn community organizations engaged in an 18 months-long negotiation with CUNY Board of Higher Education officials over CUNY’s plans for its newly announced “Community College 7,” including discussions about the proposed school’s curriculum, who would lead it, and what role the community would play in the school’s governance. The role of the Bedford-Stuyvesant community in planning and determining the leadership of the college remained a central point of controversy between Central Brooklyn’s educational and civil society leaders and CUNY officials in the negotiations that followed.
