Senator Jeremiah Bloom
"AN ACT to amend the education law, in relation to
providing equality of treatment between the community
colleges and the four-year colleges in New York city
with respect to salaries, promotional opportunities,
workload, and appellant rights of the full-time members
of the instructional starf"
This bill has been favorably reported out of the City of New York
Committee. It is the same bill which the Senate passed last year.
The objectives of this bill had been supported by the City University
in its Master Plan and Long-Range Plan, the Middle States Association of
Colleges and Secondary Schools, and the community college faculties in the
City University. Unlike the community colleges in the rest of the State,
those in New York City are an integrated part of the City University and
teach freshmen and sophomore students who transfer to the four-year colleges
in the junior year. ,
Community college students are the most difficult to teach in higher
education because of grave academic deficiencies.
At present, community college faculty are denied not only equalization
in salary, but also suffer from excessive workloads and distinctively lower
promotional opportunities.
The issue is clearly equal compensation for equal work.

Description
This February 1968 memorandum was issued to the membership of the United Federation of College Teachers (UFCT) by its president. Israel Kugler calls for support for legislation that would equalize the salaries and working conditions of senior (four-year) and community college faculty at CUNY.
A year later in 1969 CUNY negotiated two contracts, one with the UFCT for part time faculty and staff plus lecturers, and a second with the Legislative Conference (LC) for the full time faculty and staff. The LC contract did manage to equalize salaries and promotional opportunities between senior and community colleges, but did not equalize workload, which remained higher in the community colleges.
