COEH will provide training in an apprenticesnio Environmental Training Program in
environmental clean up and remediation for 100 residents residing at NYCHA’s 42 housing
developments in Upper Manhattan.

COEH must enroll in the Training Program ¢ minimum of 25 Participants each of the four
cycles. Enrollment of the Entering Class will be considered final two weeks after the start of
the Training Program.
At the halfway point of each Cycle of the Training Program, 3 minimum of 20 Participants per
Cycie form the Entering Class must remain enrolled in the Training Program, regularly
attending classes and participating in any training and activities offered by the Training
Program.
A minimum of 18 Participants per Cycle must graduate from the Training Program. All
training progrem graduates must be certified in hezardous material handling, asbestos and
lead abatement. confined space entry, ucban lot site sampling and construction safety and
hazard communication that comply with standards set by the New York State Occupationat
Safety and Health Agency (‘OSHA’).
A minimum of 18 Participants per Cycle must be placed and remain continuously employed in
a Qualified Position after graduation form the Training Program for a period of at least six (6)
months after placement
Tne Maximum Compensation per cycle will be sudject to adjustment, depending on the
number of Participants who enroll and remain enrolied in the Training Program offered by
COEH, the number of Participants who graduate from the Training Program. and the number
of Participants placed by COEH in 2 Qualified Position paying Fair and Adequate
Compensation who remain employed in that position for up to six months after placement. .
COEH will submit invoices following completion of each of the payment milestones. which wil!
include In-Kind Services. provided during the invoice period.
There are six payment cycles. COEH must submit an invoice to NYCHA, satisfactory in form
and substance, together with supporting documentation.
4) Four weeks prior to the star’ of each of the four Training Program Cycles provide NYCHA
with invoices for start-up costs. including the costs of Participants materials and supplies.
2) Enrollment of the entering class. There should be at least 25 participants as stated in
COEH’s proposal. The enroliment will be considered final ten (10) business days after

3) Atleast 20 participants are to remain enratied at the halfway point of the term of one
Cycle of Training Program. They must attend eighty percent (80%) of classes and
participate in any training and activities offered by the Training Program. :

Description
This document from July 2000 offers the terms for a proposal between Hunter College's Center for Environmental and Occupational Health and New York City's Housing Authority. The plan to train 100 NYCHA residents on environmental clean up included benchmarks for course enrollment and certifications required for graduating participants. The proposal is just one example of the many different avenues through which the COEH worked with communities in the city.
Officially founded in 1990, the COEH spent decades dedicating itself to promoting community and workplace health throughout the New York area. It offered courses on topics ranging from asthma to ergonomics for unions, neighborhood groups, public employees, and others.
